Special issues of journals are often a loophole for publishing low-quality articles, creating citation cartels, and other unscrupulous activities. MDPI especially abuses the use of special issues. Some institutions (e.g., COPE) and some countries are already trying to counter this wave of special issues and protect against the risks associated with their publication.
