Ukraine is a developing innovator with an indicator of 31.0% of the EU average, with productivity below the average, and this gap is growing.

Scientific publications in collaboration with researchers from other countries grew (although until 2022), and their citation rate also increased. Concerning doctoral students from other countries, the situation is clear.

The annual European Innovation Scoreboard (EIS) provides a comparative assessment of the effectiveness of research and innovation in EU member states and selected third countries, as well as the relative strengths and weaknesses of their research and innovation systems. EIS 2023 covers all EU member states, 11 other European countries, and, on a less detailed level, 11 global competitors.
